So my laptop always sleeps after 10 mins of being inactive, but sadly i can’t find the location of the laptop unless it’s turned on, is there anyway that i can check my laptop’s location even when it’s off? i mean nobody leaves their laptop turned out 24/7.

Prey as any similar app needs a connection to locate your device, as GPS or Wifi.
Unfortunately, if the device is turned off, Prey will not be able to locate it. The good news is , at the moment the device is active again, Prey will send the action and you will be able to receive reports and manage your devices
